Based in Seattle, Blue Wave Political Partners, LLC was founded in 2014, evolving from H+P Political Compliance in order to accommodate the firm’s expansion into political fundraising. Lora Haggard and Jay Petterson have worked together since 2003. They were joined by Sue Jackson in 2007. Each brings a breadth of experience in accounting, budgeting, and federal committee compliance developed through treasury management on dozens of Democratic campaigns, committees, and organizations. With Kevin Geiger’s outstanding background in political fundraising, Blue Wave now offers fundraising services to Democratic campaigns and initiatives. Having each served in senior capacities on campaigns and committees, the partners of Blue Wave offer more than thirty years of cumulative political campaign fundraising and compliance experience. Blue Wave is also located in Georgia, Oregon, and North Carolina.
Lora Haggard has 18 years of political experience in election reporting and compliance along with 22 years of accounting experience, both nonprofit and corporate. Lora currently serves as Treasurer for several non-profit organizations including Citizens For Strength and Security, Better Energy Solutions for Tomorrow, and Committee for Justice & Fairness PAC.. She has also worked for several candidate committees including Michelle Nunn for U.S. Senate, Citizens for Brian Frosh, Edwards for President 2004 and John Edwards for President 2008. For seven years, Lora was an accountant at Leonard, Kinsey & Associates.
Jay Petterson has 15 years of compliance and accounting experience. He has held positions with several political committees including Edwards for President 2004, Kerry-Edwards 2004, Friends of Maria Cantwell, People for Patty Murray, John Edwards for President 2008, Ronnie Musgrove for U.S. Senate, and administered various joint fundraising committees on behalf of federal candidates. In 2012, Jay served as Sen. Maria Cantwell’s campaign manager. Jay also worked in the compliance department at the Democratic National Committee for three years, supervising compliance research. Jay is a board member, and Public Affairs Chair, of the Greater Seattle Business Association Board (GSBA). Jay received his B.A. in Political Science from Carson-Newman College.
Sue Jackson has over seven years of compliance, accounting and reporting experience. Sue has held positions with various federal, state and local committees including John Edwards for President 2008, The Bev Perdue Committee in North Carolina and Alma Adams for Congress. She also brings with her over 12 years of experience in international business management and 2 years of experience as a budget analyst for United States Department of Commerce. Sue holds a B.A. in Government from The College of William and Mary.
Kevin Geiger focuses his attention on ensuring Blue Wave Political Partner clients have the necessary funds to win on Election Day by constructing successful fundraising strategies for political candidates and initiatives. His recent work includes serving as Finance Director for Mayor Ed Murray (WA), where he was responsible for raising over $800,000 towards the Mayor’s campaign with $700 individual contribution limits. Kevin received his Master’s in Political Management from the Carleton University in Ottawa and a Double Major in International Relations and Political Science with Honors from Mount Allison University in New Brunswick.
Chad Hunter has a long track record leading fundraising efforts for political campaigns. He has worked on State and Federal campaigns the last five election cycles in 9 states for 16 candidates. Most recently he served as the Finance Director for Shenna Bellows’ U.S. Senate campaign in Maine, directing the national fundraising efforts for a first time candidate that resulted in raising $2.4 million. He previously served as the Finance Director for Rob Wallace’s campaign for Congress, which successfully raised over $1.2 million. Chad holds a B.A. in Marketing from Oklahoma State University.
Suzanne Naughton has over eight years of compliance, accounting, and reporting experience. Suzanne has managed treasury operations for various federal, state, and local committees including People for Chris Gregoire, Jay Inslee for Washington, DelBene for Congress, Denny Heck for Congress, Holmes for Seattle, and the Washington Alliance for Gun Responsibility (I-594). Her experience also includes multiple state and federal PACs including Planned Parenthood Votes! WA PAC and the Common Good Fund. Suzanne has experience handling the budget and finances for every size of campaign from large statewide initiatives to school board races. Suzanne holds a B.A. in Political Science from Washington State University.
Josie Olsen has worked at Blue Wave since 2014. She manages the compliance operations for several local races in Washington and California, and assists with compliance for campaigns at state and federal levels around the country. Previously, she worked for the American Red Cross as an AmeriCorp member on the Olympic Peninsula. She received her B.A. in Political Science with honors from Cal Poly, San Luis Obispo.
Evan Philip works with campaigns to develop and execute successful fundraising strategies. Evan is currently the Finance Director for Jenny Durkan’s campaign for Mayor and was most recently the Finance Director for Ed Murray for Mayor and Sara Nelson for City Council. He has managed fundraising and events for Washington State Representatives Nicole Macri, Gael Tarleton, and June Robinson, Washington State Senator Marko Liias, and Washington State Supreme Court Justice Mary Yu. Evan is a skilled researcher and has successfully planned and managed events ranging from community fundraisers to 1,000 guest luncheons. Prior to joining Blue Wave, Evan worked as a political fundraiser at Summit Strategy and assisted on several local and state-wide campaigns. Evan is a Seattle native and a graduate of the Jackson School of International Studies at the University of Washington.
Annie manages compliance operations for several local Washington races and works on numerous federal campaigns throughout the country. She started at Blue Wave as an intern during her senior year of college. Before joining Blue Wave as a full time associate, she lived in Colombia for a year teaching English. She graduated from the University of Washington in 2015 with degrees in Political Science, Communications, and Gender, Women & Sexuality Studies.
Liz Hall has over six years of experience working in Washington State politics. She’s currently the Finance Director for Congressman Derek Kilmer (WA-06) and serves as the Executive Director of Institute for a Democratic Future. Liz previously worked for the Washington State Senate, Congressman Denny Heck’s 2012 campaign, and the Washington Federation of State Employees. She graduated from Western Washington University with a B.A. in Human Services.
Jamie Timmie has worked on several high profile campaigns around the country, most recently serving as the Compliance Director for Chris Koster’s campaign for governor in Missouri. She has assisted with compliance needs on state and federal races around the country. In 2014, she worked as the Deputy Compliance Director on Michelle Nunn’s Senate campaign in her home state of Georgia. She has a B.A. in Political Science from the University of Georgia.
Shayne Thoman joined Blue Wave in January of 2016 and serves as a fundraising and compliance consultant to various state and federal committees in North Carolina. Prior to joining Blue Wave, he served as the Advanced Team Coordinator to the Orman for U.S. Senate Committee as well as a Conflicts Specialist for a multi-national law firm in Kansas City. Shayne holds his Bachelor’s Degree in Political Science from the University of Kansas.
